On average, how long should brake pads last on a freelander?

Have had freelander from new for 18 months, brake pads wearing out very quickly.

Normal wear for the front pads runs from 15-20 thousand miles and driving conditions. In town conditions wear faster than highway conditions and driving habits such as riding the break all of the time. I have seen people wear out their first set of brakes in 10,000 miles with poor driving habits.
